A few hours before the end of cycle tester should be able to submit reports for all devices (not only the requested ones)

Testers will need to test most time on the requested devices. But, if the tester found a bug on another device, that was not submit by another testers, he will have the opportunity to file the bug at the end of the cycle. Ability to send bugs for all devices in the cycle appears at the end of the cycle, a couple of hours before the end of the cycle, for example, or some percentage of the cycle duration.
