Bugs title standardization

I suggest this but I've seen in 2 or 3 TL that ask for a way to start the title of tester' bugs. Nevertheless, this is circumstantial, which I think should be a rule due to will make everything more organized. By implementing this systematic way to named bugs, something such as searching up "Known bugs" would be easier and a tester could save a lot of time by. Why so? I saw a lot of "Know Bugs" without the most common "tags" possible in the report or in a different feature that you as a tester assumed should be linked to. Personally, I got rejected bugs because they were already submitted but when I'd search for they don't contain a "common" tag or are part of another feature, which made me miss them.
