I think TLs should not downgrade bug's severity, costumer should decide ''This bug has low /high/ critical severity'', not TLs

Many times our bugs are rejected byreason ''it is low severity(Although I have selected high/critical, TL marks low-downgraded)'' when low bugs are out of scope. TLs are not a part or member of this costumer/company, so they could not change severty and costumer should decide this. I think TLs should accept every bugs, ofcourse if it is inscope and without any mistake. Then if it has high or critical severity, costumer can accept or reject it.
