[If TL is approving it] If the customer says "The behaviour/design described here is intentional", then it should be paid.
It takes a lot of efforts to write all the steps and results. If something looks really different, then only a bug is reported. It is not fair to say that the bug is intentional (and not paying anything). I think that if a tester is reporting a bug and the TL is approving it for review, then it will not be a stupid bug. The bug will only be reported if there is something not right.
