Let testers a chance improve description
When the test ends and the TL doesn't check all bugs till it finished, we (testers) do not have a chance to submit the bug again with better quality, if it is rejected with "insufficient description / wrong url/wrong screencast uploaded etc." reason. I suppose ALWAYS give requests for such bugs, without looking at testers status (greenhorn or experienced tester).
