Remove the opportunity to make reproductions for testers which do not submit bugs

I have trouble with testers who only make negative reproductions but do not submit any bugs. I want to remove the opportunity to make reproductions from testers who do not submit any bug report. A tester could make reproductions for one week if he submitted a few bugs in the previous week. Some testers make a reproduction on PC for landscape issues on iPad. They accept invites, make some repros and go away usually not to try to reproduce the bug on a specific device or browser
