Send emails for rejected/downgraded bugs or bugs with new comment

Very often notifications about rejected bugs or new comments were not shown on dashboard for some reason. So I easily miss it. It will be better to receive emails when bug is rejected/downgraded or new comment is added for the bug. So we never miss it and can see it when we are not using platform.
