Show a warning when trying to submit bug without a title (and make it to don't submit).

It happened to me in onboarding (I only knew about this feedback form yesterday). I put all the details (minus the title) in the submission form, and then the url was the title. The TL requested me to change the title and after some back-and-forth (I wasn't used to the information request dynamics) I finally changed the title, so it can be of great help in a hurry.
