Testers should not be penalized if TL is not able to reproduce but tester is able to reproduce the logged defect

Defects are getting rejected if TL's are not able to reproduce but testers are able to reproduce multiple times the logged defect. Instead of rejecting directly, better to forward to customer to decide.
