[usability] Do not close bug after "retract"

If I need to retract a bug I either want to reject it or do a request to the tester. In both cases I want to *do* something with the bug. There is no scenario where I want to retract a bug and dont do anything with it (at least non that I am aware of) So my suggestion: After retracting a bug - leave the window opened :)
